Organizations built to serve the public good, from governments and nonprofits to institutions of higher learning, exist to actively address many of society's most pressing public challenges. They require sound governance, rigorous analysis, and the capacity to turn policy into action. That is the work we do here.

Our Approach

Working Alongside, Not From Above

We do not study organizations from a distance; we work within them. Our practice begins where every serious endeavor must begin: with listening. We seek to understand an organization's particular context, constraints, and aspirations before we presume to advise on its path forward.

We prioritize producing actionable infrastructure, including frameworks, tools, data systems, training programs, and organizational capacity, that persists beyond the project period. This implementation-focused orientation reflects decades of experience bridging the gap between what research reveals and what organizations need to act on it.

The Workshop Model

The Policy & Governance Workshop

Modeled on the collaborative, problem-driven approach of the Ostrom Workshop at Indiana University, our governance and management practice brings together expertise across four domains: public and nonprofit management, the policy and program life cycle, technology, and analysis. The goal is to help organizations build capacity, improve program outcomes, and make better decisions. Where these domains intersect, we find the leverage points for real organizational change. Projects are partnership-based by design; we work alongside organizations, not on them.

They serve partners at every level: local governments navigating complex challenges, state agencies building the next generation of public servants, federal programs seeking evidence of impact, and international organizations confronting governance questions that transcend borders.

What We Bring

For more than two decades, the Institute for Policy and Governance has worked at the intersection of public administration and management, policy and program implementation, technology, and applied research, partnering with state agencies, local governments, and nonprofit organizations across Virginia and beyond. We do not merely study the challenges facing public institutions. We help them build the capacity to meet those challenges.

Our record speaks to the breadth and durability of this commitment. Our partnership with Fairfax County's Department of Family Services has operated continuously since 2001, a collaboration spanning child welfare, foster care, and social services research across more than two decades. Our leadership development programs have equipped hundreds of Virginia's public servants with the skills their communities need them to possess. Our federally funded research, conducted with the Department of Labor, SAMHSA, and the Department of Health and Human Services, connects the realities of local implementation to the imperatives of national policy.

Across all of this work, the through-line is the same: engaging with scholarship to produce pragmatic outcomes that serve communities. The tools, training, data systems, frameworks, and organizational capacity we build persist long after the project period ends.
